The issue may be caused by incorrect Motion Gesture settings. Follow these steps to check that the settings are correct:
Go to Settings > Display & gestures > Motion Launch gestures.
Ensure all settings are properly enabled.
Ensure the phone is fully updated. Follow these steps:
Go to Settings > About > Software updates. The exact path may differ depending on your phone.

Settings > About > Software updates
Settings > System updates > HTC software update
Settings > AT&T Software Update
Tap Check now to check for updates.
If an update is available, follow the onscreen instructions.
If no update is found, confirm the phone is on the latest software version. Go to Settings > About > Software information.

A factory data reset can also resolve some software issues.
Note: Factory Reset Protection may be enabled. Before taking the following steps, ensure you have the login information of the main Google account that is logged into the phone or you will be unable to use the phone.
Go to Settings, and then tap Backup & reset.
Tap Factory data reset or Reset phone.
Tap Reset phone or OK.
