NOTE: Touch tones are not recognized by voicemail or IVR systems (Banks, Retail vendor, Support, etc.).
The issue may be with the system you are trying to contact. If the issue happens with only one automated system, but others work correctly, contact that company's support for assistance.
Make sure you are not attempting to use touch tones while on a conference or 3-way call. Touch tones may not work when connected to more than one phone call at a time.
