Talent Management Business Partner

Summary:

The Talent Management Business Partner is responsible for establishing and maintaining a proactive partnership with department leaders to help them achieve the goals of their business units.  The position works at resolving highly sensitive and confidential issues with managers and staff employing negotiation and persuasion skill.  The role also includes interpreting Talent Management policies to minimize significant legal and / or financial impact while ensuring compliance with HTC policy and changing employment laws.  The Talent Management Business Partner works in collaboration with the entire Talent Management teams while assessing the business unit needs and determining the method to deliver timely services.

  • Provides creative objective consulting support and encourages open dialogue with client group leadership and staff to resolve complex staff issues while adhering to Talent Management confidentiality standards.
  • Provides guidance to client group leadership on implementation of Talent Management strategies that result in department reorganizations.  Explains policies, obtains necessary information, and analyzes data to ensure there is no adverse impact to the organization.
  • Works with Talent Management teams to develop and implement Talent Management based solutions to business problems identified within the organization.  Working with and under the guidance of appropriate Talent Management leadership, develops recommendations and assists with the implementation of Talent Management Strategies.
  • Designs and facilitates one on one and group training sessions that provide leadership and staff with Talent Management procedures related to employment, benefits, Talent Management operations, compensation, training and staff relations.  Ensures that training is developed in close collaboration with Talent Management teams. 
  • Define Talent Management processes based on industry best practice and local HTC practices.
  • Review/Document/Train and improve “core” Talent Management processes across the organization.
  • Review/Update HR processes with support from Talent Management Shared Services team.
  • Support re-designs of intranet tools.
  • Reduce manual Talent Management processes through adoption of SharePoint workflow or other technologies
  • Operates independently within defined guidelines, lead small projects; makes a variety of decisions, some complex in nature, affecting their own and others’ work.
  • Contributes to defining goals and policies for their area of work and is responsible for achieving defined targets; supports planning activities within their function.
  • Prioritize the pressing (and sometimes conflicting) needs of multiple client departments.
  • Collaborate with hiring managers to confirm job requirements, competencies, selection criteria, salary budget, interview teams and creation of search strategy.
  • Execute comprehensive and innovative recruiting strategies to build a strong pipeline of qualified candidates in a timely manner.
  • Responsible for full life-cycle recruiting to support dynamic business growth: proactively identifying, interviewing, evaluating, and selecting qualified employees to effectively meet the HTC's talent requirements.

Qualifications:

  • BA Human Resources Management from an accredited college or university, related area or equivalency
  • 5+ years of related experience and demonstrated knowledge of all Talent Management and Talent Acquisition functions required.
  • Effective interpersonal, verbal and written communication skills developing and maintain collaborative, customer-oriented relationships with leadership and staff.  Recommending effective solutions to resolve problems or issues by using judgment that is consistent with standards, practices, policies and procedures, regulations or government law.
  • Objectively coach leadership and staff through complex difficult and emotional issues.
  • Experience in clients areas served, prior supervisory experience and/or certification (PHR, SPHR) are preferred.
  • Proven skills documenting, assessing and optimizing Talent Management processes across an area.
  • Excellent interpersonal and collaboration skills with all Talent Management teams including strong intercultural skills.
  • Outstanding communication skills, both written and verbal.
  • Strong English language skills, other languages a plus.
  • Excellent organizational capability.  Ability to manage multiple work streams with competing priorities at any given time.
  • Strong skills in MS Office (Word, Excel, PowerPoint, Visio).
  • Technical aptitude in SharePoint for portal, collaboration and automation activities.
  • Ability to succeed in an environment that demands flexibility and offers ambiguity; self-driven
  • Ability to interact with all levels of people.
